Hello, I was recently charged $118 on my American Express for WordPress. I thought I had cancelled that at least a year ago if not more. I don’t even know my login to request a refund through my account.

Do you remember the URL if the website the charge was associated with?
I’m not seeing any upgrades associated with the WordPress.com user account you are posting from. This typically happens when you’ve ended up with a second WordPress.com user account and that second account is the one that owns the upgrade. You’ll need to log into THAT account in order to make any changes.
If you do not have access to that second account, here are a few options:
