Hi there,
To get a refund, you need to cancel your premium upgrade before 30 days of purchase. If you are under expiration period, you can claim for a refund.
Refer this link to claim your refund:
https://en.support.wordpress.com/refunds/#how-do-i-request-a-refundRefunds usually take 7-14 business days to process and show up on your statement, although international refunds (outside the US) can take a little longer.

I’ve checked your account and a refund was issued on 4th August 2017. There is a copy of the refund receipt in your Billing History:
https://wordpress.com/me/purchases/billing
The refund has been sent from our end and should appear on your statement in 7-14 business days.
