I want to get a refund for the personal plan. I bought it first, realized it didn’t have features I needed. Then I bought the business plan and it didn’t have what I wanted either.
I got a refund for the business one, but know can’t ask for the refund for the Personal plan. WordPress is not what I need.

As you have upgraded twice I think it’s best to request Staff assistance in this case.

I’ve refunded the Personal plan and you can view a copy of the refund receipt in your Billing History:

Refunds usually take 7-14 business days appear on your statement, so they money should reach you around that time.
