  I am trying to get a refund but there are no purchases in my manage purchase.

  I would suggest you to check your another WordPress.com account, In case you have multiple accounts.

  I am also, tagging modlook to this thread so someone from Staff will check if there are any purchases in this account.

  For what upgrade and on which site are you trying to get a refund?
