The WordPress.com account you’re using to post here was created only two days ago, owns no sites, and has never bought anything from us.
For what upgrade, and on which site, would you like a refund? If you log in as the account that owns the upgrade in question you should be able to cancel the upgrade yourself for a full refund from https://wordpress.com/me/purchases/, provided the upgrade is still in the refund period.
