I need to speak with someone from WordPress about requesting a refund for a purchased theme that, after attempting to use, found that it would not function in the needed way.

You do not need to speak to Staff to claim a refund. Provided you are logged in under the same username account that purchased the upgrades, you can request a refund from your dashboard.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers.
Provided you are logged in under the same username account that purchased the upgrades, you can request a refund yourself directly from the Store section of your Dashboard

Noted, thank you for the reply! The issue at hand is that the changing nature of where I am implementing that theme has caused the amount of time that I have been working to implement it to exceed 30 days. Only recently did I discover that it would be hosted outside of WordPress and that it would not function there.

Only recently did I discover that it would be hosted outside of WordPress and that it would not function there.

I understand that and appreciate the reply. That is why I wanted to try to contact someone from WordPress to see what might be possible outside of the 30 day window.

I purchased a theme and requested a refund an hour later. They decided not to refund me and ignore it and now I cant contact them to get a refund. What a scam WordPress is.

Scam? Get real lest we leap to the conclusion that you are either
(1) a simpleton who does not comprehend that WordPress.com does not have to provide a refunds policy at all but graciously does
(2) or that you are a griever troll who posted here just to agitate. -
@totals4you and @wbostian As mentioned before, We only offer a full refund up to 30 days from your purchase.
If you need help on the premium theme’s features or you have other questions, please contact the developer directly for help: http://premium-themes.forums.wordpress.com/ (see left hand sidebar for the theme’s sub-forums)
For future reference, there will be a link for the specific Premium Theme support forum under Appearance -> Themes in your blog’s Dashboard, but the theme needs to be active and you need to be signed in as the user who purchased it in order to see it.
