I do not have any active domains and, though I was just charged today, I do not have any active upgrades. It appears that I cannot get a refund. I have a receipt and both the receipt ID and my bank’s version of my transaction ID. How do I get a refund?

We have absolutely no history of purchases, transactions, or billing activity of any kind under the account you’re currently logged into.
If you have the payment receipt, check the email address it was sent to; that’s the email address you would need to login with to manage and request a cancellation/refund.
Otherwise, if you enter the charge details at https://wpchrg.wordpress.com/ we should be able to help you with this.
