I recently purchased a premium package as I had bought a theme that had said it was WordPress compatible ( It was Not) . I had also been given Bad advice as to use WordPress for a retail website. I’m a very small business with low start up capital. Do you have cooling of period for refunds? Thanks Lisa

See here for refunds: http://en.support.wordpress.com/upgrades/#refunds There is a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. You can request a refund yourself by going to Store ->My Upgrades.
The theme you purchased was most likely for WordPress.ORG, which is a completely separate system from WordPress.COM. See here: http://en.support.wordpress.com/com-vs-org/
Full ecommerce capability is only available to sites with the Business Upgrade: http://en.support.wordpress.com/category/shortcodes/ecommerce/
You are, however, allowed to sell your own products on your WP.com site without the upgrade by using and order form combined with a PayPal donation button, or by linking to your storefront on a site like Etsy.
