Refund a payment I'm not responsible for

Dear WordPress.
I replied by email a week ago and got no answer. See the email below. Paypal said I must contact you about a refund. 25-Jan-2020 00:21:06 PSTI no longer work for EnglishCentral Inc. and also have no access to wordpress.com through EnglishCentral to remove my payment information. Legally, I can’t contact EnglishCentral Inc because of legal disputes surrounding my leaving the company.
Please refund the $17 to my Paypal and remove payment for it from my paypal (email visible only to moderators and staff) Thanks.

to billing supportDear WordPress billing support,
I would like the charges below reversed and the monies refunded. This payment is for https://blog.englishcentral.com and I have not worked there for over 2 years. I cannot contact them even because of legal restrictions. Since leaving the company in 2017, I have no access to the admin panel to remove this automatic charge or any other recourse but to dispute this here or through paypal if needed.
Please reverse this unauthorized charge and bill it to EnglishCentral Inc. – the owner of the domain and wordpress.com account.
