Hi there:
You are no longer eligible for a full refund because you canceled the upgrade on 2022-11-14. New domain registrations must be canceled within 96 hours to receive a refund. You can learn more about our refund policy here:
https://wordpress.com/support/refunds/
I hope that clarifies things!

Hi, thank you for your quick response. However, I did not request a refund on domain, only on subscription. According to the receipt, I was charged solely for the annual subscription, not the domain.
Also on the checkout page, it said:
“14-day money back guarantee for WordPress.com Personal”, which it should be refunded completely on my WordPress.com Personal subscription. The checkout page and your refund policy are not matched to each other. The checkout site advertises misleadingly. Please kindly check the rules on checkout site and the receipt, according to that, I have the right to receive 100% refund on WordPress.com Personal subscription.
Thank you. -
Hi there,
The custom domain is “bundled” with your plan, and included free with 1 year of registration at the time of your purchase. However, if you cancel your plan, the domain is no longer free at that point and the refund policy on domains is applied separately.
The domain is no longer eligible for a refund as stated in our policy, but if you wish we can recover the domain and return it to active status on your account. This will allow you to retain ownership and use it with any service you wish. Let us know if you would like to recover your domain, and who your new provider is so that we can assist you with connecting the domain to your new host.
Let us know if you need further assistance or if you have any questions.
