REFUND FAILED – AUTOMATICALLY TAKE 99 USD WITHOUT ANY COMFIRMATION?

I just want to give the premium a try with 14 days free offer. And now WordPress.com automatically take 99USD from my bank account without asking me anything first? why? This makes me feel like being defrauded. I cancel the plan and get this message: “Upgrade not cancelled and refunded. There was a problem refunding your payment.” what is going on? I need help but I can’t find out how to contact to the staff. I want to get my 99 USD back. I don’t want to pay money without my agreement.
Help me pls.

Oh, t was my fault not reading completely about the information before. I thought I am going to receive a confirmation after 14 days of trial. I was so careless and unprofessional this time. Totally my fault!

You can try any participating upgrade for a 14-day trial period, at no charge.
You will be asked to provide payment information when starting the trial, but you will not be charged until the 14-day trial period is up. If you cancel before the period is up, you will not be charged at all.
We will send you an email reminder one day before you will be charged.
You can cancel trial upgrades under Store → My Upgrades in your dashboard at any time.
You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard to access Store → My Upgrades and cancel.
