Refund for Personal Plan package

I purchased the personal package and was charged $35.08 on my debit card this past Saturday night. It does not appear on my billing history but I was charged on 12/3/16 according to my bank statement. I have tried to get a refund for the last two days but have been unable to do so because there has been no refund option.
How do I go about getting a refund if it is now past the 48 hours but also if it is not showing on my billing history?

The issue is probably that the WordPress.com user account that you are posting from is not the owner of that upgrade.
Typically this happens because you ended up with a second WordPress.com user account at some point and THAT account is the one that was used to purchase the upgrade. You will need to log into that second account in order to cancel the upgrade.
