I just purchased the WordPress.com value bundle not realizing I wouldn’t be able to install my own custom theme. Can you please refund my purchase?
It looks like I need to host somewhere else to use my own themes. Thank you.

Oh.. Also, you can DIRECTLY request an refund at the “Store > My Upgrades”, if the staff does not respond fast enough..

does anyone know the steps I need to now take with hostgator so that I can use a wordpress version that allows for the install of custom themes?

Try asking for it yourself at:
Dashboard >> Store >> My Upgrades >> Should be a refund button associated with any upgrades that are eligible to be canceled. Did you also get a domain name with the upgrade? Domain names have a 48 hour refund window – refunds that have domain names attached to them need to be handled by a person to make sure a domain name is not canceled by accident and lost – you can point your domain name – name servers to your new host so no need to cancel domain registration
