When I click on manage purchases I’m not given the option to select a refund. Instead I receive an option only to upgrade. Please help.

Do you see the current plan you are on listed there? Clicking on it will show the option to cancel your current membership and get a refund.
Note that refunds on WordPress.com purchases are bound by these guidelines. https://en.support.wordpress.com/refunds/

The account you are logged in to doesn’t own any upgrades, which is why you are unable to request a refund. What is the URL of the site you would like a refund for?
