Hello –
I do not see any attempted payments from the account you are using. Please contact your card provider and let them know that the purchase from WordPress.com is not fraudulent and that you’re trying to purchase an upgrade from us. That should do the trick.
It won’t hurt to clear your browser cache too. This will prevent any outdated information getting pulled in to the form.
Write back if you are still unable to process the payment after following these two steps.

I’ve checked your account and the payment was blocked by your bank or card provider. I recommend contacting them for more information and to double check whether your card supports international payments — this feature isn’t always enabled by default.
