Sadly, only sites with the Business Plan can upload custom plugins. However, all sites do get access to some plugins automatically.

There are also some incompatible plugins to be aware of which cannot be used on WordPress.com entirely. Those are listed here: https://en.support.wordpress.com/incompatible-plugins/
However, there are multiple ways to sell things on WordPress.com, both for the Premium and Business Plan if you’re interested.
You can use Simple Payments, which require either the Premium or the Business Plan: https://en.support.wordpress.com/simple-payments/
Alternatively, if you have the Business Plan, you can install a custom plugin to sell things, with the most popular being WooCommerce. The Business Plan also has access to the Store feature: https://en.support.wordpress.com/store/
