Which domain are you referring to? Jetpack’s basic functionality is free for self-hosted WordPress sites, and the functionality it provides is included with WordPress.com without any additional charges, so you should be okay. (There are upgrades available, but they’re certainly not required.) More information about Jetpack is available here: https://en.support.wordpress.com/jetpack-add-ons/
Let me know what domain you’re running into this issue with and I’ll try to provide more information :)
