Regarding wordpress inactive usernames

If someone holds off a username but isnt using for years, whats your policy to free that username so that someone can actually use and build a site with it.

This is not a policy that we are reviewing at this time, so there is no timeframe for when or if this would change.
If you wish, you can keep the username that you have now and set a “public display name” instead.
This is a name that you can set to show up instead of your username, and you can set your public display name to anything you wish. More info here: https://wordpress.com/support/change-your-username/#change-display-name-nickname

That WordPress.com domain is also reserved for that same user account, which has not been deleted. Even if it had been deleted, you would not be able to reuse it under any circumstances. This is our policy and it will not be changed now nor anytime in the future.
There is an infinite supply of unused site addresses, so our policy should not limit your address selection.
Also how can I register a 2 char domain at wordpress. Such as sg.wordpress.com
It is not possible. The portion of your site name preceding
.wordpress.commust be between 4 and 50 characters in length – therefore you won’t be able to register a 2 or 3 character free WordPress.com site address.I hope that clarifies things!
