Register domain or pay for a plan?

  I am trying to figure out if I register a domain , if I will have access to FTP and plugins, or if I have to purchase a plan to get those.

  There is no FTP access or plugins available on WordPress.com. If you want FTP and plugins, you will need to setup a self-hosted WordPress.org site.
