  how i can apply a sign up with password form for future members to my site ?

  You can create a custom contact form: https://en.support.wordpress.com/forms/contact-form/.

  But you cannot create a registration or signup form on WordPress.COM. If you want that feature you might wanna consider using WordPress.ORG-a self hosted platform/software to create blogs, websites and more, with greater customization possibilities.
