Register site from Bluehost account

Iainbanks.org is a not for profit domain on my Bluehost account. I seek to migrate the site onto my WordPress account to develop it. I was informed that there is no additional charge for this, but your platform requires a payment of £85. Please could you help by registering this site on my WordPress account free of charge, and granting me access to your website development tools. There is no such thing as mapping an existing domain free of charge so be clear on that.

How domain mapping works
Registering an underlying .wordpress.com URL first is required for domain mapping. What domain mapping does is providing a seamless redirect to the very same content under the new domain URL when a person clicks the old URL .wordpress.com to the original content. The WordPress.COM upgrade for mapping a domain must be renewed annually.

I would like to further develop my site through the WordPress free price plan, but I can’t link http://www.iainbanks.org to my WordPress account. This is even though the domain is registered through Bluehost, which offers free subscription to WordPress. I would like to be able to manage the site by logging in through my WordPress account, but I am unable to do this without paying a further £85, – money which I don’t have. I have no suggestions because what I said above is correct. There is no such thing as mapping from an free wordpress.COM site to an existing domain free of charge so be clear on that.
I think you are confusing wordpress.COM hosted sites and wordpress.ORG software installs on paid hosting and need to post to the wordpress.ORG support forums for help.

This is wordpress.COM support. We do not provide support for local installs of wordpress.ORG software, or for wordpress.ORG software installs on paid hosting, linked to wordpress.COM accounts with the Jetpack plugin so they display on the My Sites wordpress.com account page.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums.
