Registering a second blog

Okay, if I was to register a second domain name under this account, could I make that username my default username and log-in with it at WordPress.com? Or am I stuck with my first blog’s username forever with this account?

To get a new username, you’d need to create a brand new account using a different email address than the current username. Creating a new blog with your current account, will not change your username. But, if you’re unhappy with your username, you can change it on the profile page. The original username will never change, but what’s viewable to the public (by way of when you comment/post) can be changed.

What you change is your display name, not your username. And that is what will show up everywhere, except the forums. Your username will always show up here in the forums.
