Registering someone as a viewer

How do I register someone as a viewer? This is what is advised on the http://en.support.wordpress.com/adding-users/ page.
I created both a page and a blog, and I published then as private. Currently, these are trial pages, devoid of content. But they are published as private.
Then I went to the User Menu, as specified, and looked for where I could set up a user. There was no User option on the list.
I looked around to see if this was an option that I need to purchase. There is neither any indication that it is such an option, nor is there a price for such an option listed.
The ability to have a private blog is important for sharing some types of information. I wish the instructions matched what I see on the webpage when I’m looking for this information.
In addition, there is no information anywhere that I can see about whether there is a limit to the number of viewers that you can have. This is a practical piece of information that I would like to know about as soon as I can get it.

There is no limit to the number of viewers you can invite to view a private WordPress.com blog. There is no price involved at all. Has the viewer you invited accepted your invitation?

There is no “Invite Viewer” on my drop-down list. There is Administrator, Editor, Author, Contributor, and Follower. No Viewer role.
Is Follower and Viewer the same? If so, the UI was changed without changing the documentation. I’m talking about the documentation on the page I listed.
I don’t want to extend viewing privileges to everyone who chooses to follow my blog. I want to have control over who the viewers are.
Am I looking on the right drop-down? In addition, I looked at My Profile and Personal Settings, to see if I could find a place where I could create the option of having private pages and blog pages that I could allow individual users to access.
The only thing I haven’t tried is creating an entirely new blog which is entirely private. This is not indicated clearly in the documentation, where it talks about having a “private blog,” which to me, indicates a single blog post that I don’t want to share. If that sentence means that this option is only available to people who create a private blog in its entirety, then the documentation should say so.
I can imagine a scenario where I make my entire site private, and then go to each individual page and publish it as public except for the one or two pages and occasional blogs that I will want to publish privately, but I don’t know if that’s the way to accomplish what I want.
Trying all of this out without knowing if I’m on the right path is a large amount of work for potentially no pay-off. I need more information than what the documentation supplies.

Also, it makes no sense to me to create an entire private blog if that’s not the solution, because that would use up an entry in your database of used URLs for potentially no purpose but trying something out. I’d rather hear from someone who knows before doing something that actually costs wordpress.com for options used up but not truly used.

Okay, I did some more searching, and I found an old video that seems to suggest that the entire blog must be private to have what I’m looking for. However, the video is incomplete–I mention this so that the documentation can be upgraded.
The video talks of inviting people by typing their user names, whereas in another location, the same page describes a “log in” dialog with the option of registering to view the blog. Exactly what this means is unclear–if it’s a straightforward registration process that allows me to approve or invite people by email, then that’s one thing, but if they have to be a wordpress.com registrant before I can invite them by username, then that creates a four-step process which might be daunting to some users.
I think it would be helpful to have a more articulated user guide to this particular process, so that users can understand what they are asking potential viewers to do. -

Step 2: When prompted, register with wordpress.com.

Step 3: Send me your user name.
Step 4: I will invite you to be a viewer by email.
Step 5: Respond to the email to become a viewer.I gotta tell you, if it’s five steps, this entire process is going to make some users’ heads explode. I don’t want to create a process for viewers that is this complicated.

Yes, it does make some users’ heads explode. But there is no other way to both guarantee your privacy AND allow your users.
