Registering/Mapping a domain name

I have two domain names. One is https://teareading.wordpress.com and the other is tealeafreading-by-tanya.com. The latter one is with another registration company. Perhaps I can do nothing and just keep renewing tealeafreading-by-tanya.com with Netfirms but I thought maybe cheaper to have it registered with WordPress. The thing is if I have two domain names do I pay $13 for the mapping and $18 for the registration?

You can’t transfer domain management into WP.com, but you can just keep renewing it with Netfirms or whoever and then you pay $13 a year for domain mapping to connect it with your blog.
The original URL, http://teareading.wordpress.com/, is free and always will be. It does not need to be renewed.

What does WordPress mean by this:
Register a new domain through WordPress.com and have it connect automatically – if you just want a custom domain as quickly and easily as possible.
I am confused. Does it mean registering a new domain for the first time? Can it be a custom domain?
