  If you notify us within two days of purchase you may cancel a domain name purchased through WordPress.com and receive a full refund.

  However, it doesn’t seem like .no is available to be purchased on WordPress.com. See the complete list here:

  This means that if you really want to use .no, you will have to buy the domain from other name registrar, and then use domain mapping to point that domain to your WordPress.com site (more info here: http://en.support.wordpress.com/domains/map-existing-domain/)
