Relevancy ranking for posts with tags doesn't work

I noticed that in past few yrs., wordpress.com seems to almost disregard the attribute “tag” for blog posts. In creating a custom search link for my drop-down menus, I created a search for my blog with keyword “Vancouver”. I actually use that as a tag.

It gave me a pile of results and more recent ones seemed to be lower in the list of search results. Is there a way to create a search on tag by using shortcode, for a custom linked search? Or am I forced to use Vancouver as a category?

The blog I need help with is: (visible only to logged in users)

You can use this as your link on the Vancouver item in the submenu and use the same format for any other tags you wish to include on the menu.

First click the link and see if you are satisfied with how it is presented and the content it includes.

As to the relevancy ranking, might those newer posts that are lower down in the results be indexing on Vancouver as a word in the post rather than as a tag and therefore deemed less relevant?
