Why I do not see the Remote Publishing options in my Settings –> Writting?
The blog I need help with is: (visible only to logged in users)

Do you mean “Post by Email?”
Post by Email
You can publish posts using emails with the Post by Email feature. To enable this visit your My Blogs page and create a secret address.
Are you the Admin of that blog, or just an Author?

If that’s not what you mean then are your referring to using an off-line blog editor live widows live writer? http://en.support.wordpress.com/xml-rpc/windows-live-writer/

@timethief: I’m joining a site you suggested, http://myblogguest.com/, and they suggest authorizing guest to be able to send draft directly to my blog. The instructions included going to the Settings —-> Writing and the showed a the options for remote publishing. When I followed the instructiosn, I din’t see the remote publishing option to creat a guest account and give privileges.
@raincoaster: It doesn’t seem to be Post by Email. As I mentioned is for creating guest accounts and give privileges.

In all honesty, I’m not sure staff will allow that site. It would seem to be link-gaming that would be against the Terms of Service here. I could be wrong; it’s a judgement call.

I do not make any guest authors on my blog official users of my blogs. No one except myself and thesacredpath has admin access to my blogs. See here so your know what I mean by official users > http://en.support.wordpress.com/user-roles/ and here > http://en.support.wordpress.com/adding-users/My guest policy is here > http://onecoolsitebloggingtips.com/guest-posts/
Also note that the site I pointed you to could be is assuming you have a wordpress.ORG self hosted install and not a free blog from and being free hosted by wordpress.COM.

Thanks for the information and advise. I don’t plan to have any guest at this moment. I am trying to be guest blogger. I always try to understand instructions and find out things. I do use wordpress.com.

Yes I know you use wordpress.com but in the cyber world when “wordpress” is referred to unless the instruction specifically state “wordpress.COM” then they are referring to wordpress.ORG installs and not our free hosted blogs here. I think that’s the case in this case.
