Remote publishing disabled (XML-RPC)!?

What’s happened to “enable XML-RPC” in the Writer Settings? The option was present under the Remote Publishing headline yesterday, and now it’s gone.

We have never had the “setting” for xml-rpc. That setting is only there with self-hosted blogs using the software from wordpress.ORG. Here at wordpress.COM, it is always on.
I’m publishing via XML-RPC just fine so it may be a setting in WLW. This is where WLW should be going: http://scrolldata.wordpress.com/xmlrpc.php .

Newbie here. What is a self-hosted blog with wordpress? I have a blog there, is that self-hosted? Anyway I am trying to find the remote publishing box under WRITING so that I can check it to have FLICKR post my pictures. How do I find it? Can I? Or what do I need?
