The ‘admin bar’ which allows Page Edit etc does not appear on all my websites. There must be a way of removing this bar from a published site?

It doesn’t do that. It allows us logged in wordpress.com bloggers only to access the Reader, etc. and the activities (comments and likes) on our own sites, not on your site. Please read this support doc https://en.support.wordpress.com/admin-bar/

I cannot edit your Pages. I can only edit those on my own blog.
does not appear on all my websites.
Then you have some sites that are not hosted by WordPress.COM such as those that are on paid hosting and are running on free WordPress.ORG software.
