remove comments section and posting format

I am trying to remove the comments section. I am having trouble doing this. Help Please. I also want to have the pages static and not do postings.
The blog I need help with is: (visible only to logged in users)

Discussion settings is where you set up defaults for comments.

A WordPress blog can either be structured as a page based website or its conventional post based structure can be retained.

Thanks. It is still not working though. I have the ever after theme and there is no discussion module. Also I use the screen options and unclick the comments section and it doesn’t work. I am still unsure what to do.

Are you logged in under the exact same username account that registered the blog in question and who is the original Admin of the blog?

Did you remove the checkmark from both of these?

You go to Pages > All Pages, hover over the page title, click Quick Edit, uncheck the option “Allow Comments”, click Update. That’s all.
