Hello, I have a section of content under my header on my home page that I cannot get rid of. It has a photo and text. Can I get some assistance in removing this section? Thank you.

The site toffeetinvintage.com appears to be a self-hosted WordPress (also called “.org”) site, and not a site on WordPress.com.
From what I see it is hosted on Siteground when I look at your domain settings: https://gwhois.org/toffeetinvintage.com+dns
To clear up any confusion, WordPress.com and WordPress.org are two different entities, but the essential difference is that we don’t have access to all WordPress sites, only the ones hosted on our WordPress.com servers. See http://support.wordpress.com/com-vs-org/ for more info.
However, if I inspect the source code of your site I see you are using the “Retrolie” theme, which is a theme designed by an outside company. I see that they offer support here: https://themeforest.net/item/retrolie-vintage-retro-multipurpose-wordpress-theme/23673799
