Remove extra white space between the page titles and content

I am setting up a small site as a demo and cannot figure out how to remove all of the extra white space between the page titles and the content. It appears 25% of the page is just wasted space.
I am using the Twenty Seventeen template and have tinkered editing various CSS entries, but no dice so far. Your help would be greatly appreciated.
For example: http://box2349.temp.domains/~sncbiz/public-work/
On this page, there is almost 2-3 inches of wasted space between the title and the content. I’d like to use the space for the content. or move the title above…either would work, but prefer option 1.
