Remove "Leave a Comment" link on pages in Garland theme

When I turn comments off for a page using the Garland theme, the comments box goes away, but there is still a “Leave a Comment” anchor link that doesn’t do anything.
This problem was previously discussed concerning a different theme in this thread:

Nothing has changed. What thesacredpath stated in that thread stands. Depending on the theme we use when we close comments a phrase like “comments closed” or a similar phrase may appear and if so, it can only be removed by CSS editing after purchasing a custom design upgrade.
This page > Settings > Discussion
Discussion settings is where you set up defaults for comments.
We can also override the default settings and enable or disable future comments on any post or page.
