I have around 30 sites is there a main edit that affects all sites?The blog I need help with is: (visible only to logged in users)

No there is not. We cannot change the permalink structure on our free hosted WordPress.com blogs, and every permalink to a post on a free hosted WordPress.com blog has the date stamp in it. In some themes the static pages also include dates in the URLs.

The same can be said of bylines (author names). Some themes do display author names and some do not.

No. There is no FTP access to free hosted WordPress.COM blogs and we cannot install individual plugins into them Those found on the internet are for WordPress.ORG installs which run on different software.

Since the CSS is different for all themes, whether the date could be removed or not via CSS would have to be decided on a case by case basis, and it would also require that each theme have the Custom Design Upgrade (30 sites x $30 ea.).

You are in the wrong forum then and need to be at http://wordpress.ORG/support/ as that is where self-hosted wordpress sites are supported. What can be done there, and what can be done here are apples and pinecones.
