  go to this link to Remove or delete your website https://wordpress.com/settings/delete-site/ and click on delete button
  and you want to permanently delete your site , you first empty all content follow this link https://en.support.wordpress.com/empty-site/
  and then go to this link https://wordpress.com/settings/delete-site/
