Remove site, URL mapping and cancel account

I was just billed on this invoice 3V8188671J1116136 for my former personal blog site. I thought I had taken it down, but I was just billed for domain mapping. How do I cancel this charge and remove the site.
The blog I need help with is: (visible only to logged in users)

I have canceled the charge as requested, it looks like you had set the upgrade to auto-renew.
If you want to permanently delete your site, please first empty it of all the contents by following the guide below:
and then completely delete it by following the steps outlined here:

Please read the warnings and advice before deleting a site. We can’t revert a site deletion for any reason and the site address cannot be reused.
