What is the exact URL of the exact site you refer to please?
“Powered by WordPress” links always link to http://wordpress.org because that phrase is found on WordPress.ORG software installs. It is not found on blog themes on blogs hosted by WordPress.COM.
We provide support only for blogs being hosted WordPress.COM and not for WordPress.ORG software installs. I suspect you are posting to the wrong support forum.
WordPress.com and WordPress.org are completely separate and different http://support.wordpress.com/com-vs-org/
If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.

Assuming you are referring to a blog hosted by WordPress.COM all details on this are provided in the Terms of Service and in the custom design FAQs.11. Attribution. Automattic reserves the right to display attribution links such as ‘Blog at WordPress.com,’ theme author, and font attribution in your blog footer or toolbar. May I remove the Admin Bar, credit links such as ‘Blog at WordPress.com’, theme, font, or toolbar links?
All WordPress.com bloggers are required to maintain the Admin Bar (the dark bar that appears at the top of WordPress.com sites when logged in) as well as credit links, even our VIP bloggers. Please do not hide or alter text or links for the footer credits or the toolbar. Provided you are logged in under the same username account that registered the blog and purchased the upgrades, you ought to be able to request a refund from your dashboard > Store > My Upgrades
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers.
