Removing a client’s site which is owned by a developer (and will not talk to client).

Hi,
we have a client that was working with a developer in order to create a site on wordpress.com . The site is currently live, and it even shows in google search results. The developer that was working on the site no longer wants to speak to our client, and our client does not have access to the site at all, as the developer kept all the login for himself, and did not give our client access. We can provide all the legal documents to show that the site represents our client, and we would like to enquire on the possibility of either removing the site completely, or at least deindex the site from search engines (noindex or with a disallow all on robots.txt).
Your help on this matter would be greatly appreciated.

To restore access to the account that owns the site we need a proof of ownership as explicitly mentioned in our Account Recovery guide:
So, if you aren’t able to provide an email from the email address with which the site was registered, a transaction ID, or the account activation link, we won’t be able to help you recover access to the account.
We have a strict policy in place to protect our users from third parties who might try to use our support system to gain access to other users’ accounts.
