Removing Code from between Comment box and Comment button in Theme Twenty Ten

Please tell me how to remove the coding that is visible between the comment box and the comment button.

I do not help with CSS editing. May I confirm that what you want to remove is the instructions to those commenters with regard to which HTML they can use in comment boxes?

Well that didn’t work but I think you will still understand what I meant. We have only 1 Volunteer who will occasionally drop in this week to help with CSS editing so you will have to be patient while you wait. The code is good because when I put it into my CSS and preview it, the stuff I want to get rid off does disappear.However, when I start using the site as per usual, the thing I want to get rid of is still showing up.
Note: I had nothing in my CSS before this and this code is the only thing in my CSS.
Please help!
