Removing Comment Box/Field

I’m creating a blog that will serve as an information hub for my neighborhood. The only individuals posting will be myself and another administrator, and we do not want any comments from readers. I have read previous topics in the forum(s) about how to “disallow comments”, and that is helpful. However, I would like to know if I can REMOVE the comment box/field at the bottom of an article, so that it does not appear on the page at all.
1) Is it even possible to do this?
2) Is it possible if I have not purchased the CSS upgrade?

You might also have to open each page and post and in the “discussion” bar at the bottom of the text area, deselect “allow comments”. Any new stuff you post though will follow the change you make in settings > discussion.

Not sure I am following. I am familiar with the SETTINGS > DISCCUSSION path, but I see no option to turn off comments for the entire blog. There is a box that I can “uncheck” which reads “allow people to post comments on the article.” But that merely disallows comments, it does not remove the box for commenting, especially not on the pages, as opposed to posts.
Also, I do not see a “discussion bar” anywhere.

Under “default article settings” (the top section) it is the third checkbox. Deselecting that will disable and hide the comment box and fields for future posts or pages.
The discussion bar is in the page or post editor and the default location for it is below the text box where you enter or edit the content of the page or post. If it isn’t there, go to the “screen options” tab at the top of the editor page and select “discussion” and it will then appear. By deselecting “allow comments” the comment box and fields will disappear on older posts. Again, make sure and click “update post” or “update page” to save the change.

Wait, I just tried it and with comments turned off under settings > discussion, the box still appears. You would have to make sure the “allow comments” is deselected for each new post or page.
It looks like the CSS upgrade would be required to hide the comments box and fields permanently.
