I have done what is suggested on those two links and unchecked leave a comment but this does not seem to make any difference. The “Leave a Reply ” box remains.

You’re very welcome. I’ve never tried the “Advanced Settings” tool on the new post editor and can not even reach it without disabling a redirect to the classic editor (which I don’t wish to do). If you’re interested I can provide instructions relevant to the classic editor. If not, I suggest that you call for staff attention by adding a “modlook” tag to the sidebar of this forum topic. -
I’m sorry. What is a modlook tag and how do I add one please?
I can see a box that says Add next to it.

Regardless of the theme, all WordPress blogs have comments open on all pages and all posts by default. WordPress.COM comment boxes expand automatically to accommodate the text submitted.
Unless you use P2, a twitter-like theme comments are collapsed on the front page of the blog. The way the comments function is coded into the core of WordPress. By clicking the post title or the comments link the posts on the front page open on their own page where all comments display.
In a new blog one does not have many posts or comments. In an established blog if the comments did not collapse on the front page it would become a mile long in no time flat and page loading time is a page ranking factor. We have only seconds before visitors refuse to wait and click out.
If you are concerned readers will not find the comments section you can use a text widget to tell them how to do that and place it at the top of your sidebar. http://en.support.wordpress.com/widgets/text-widget/
You can enable and disable comments on posts on WordPress.com blogs on this page > Settings > Discussion
Discussion settings is where you set up defaults for comments.

What I want to do is remove the option “Leave a Reply” and its submission box.
I have unchecked “Allow people to post comments on new articles” in Discussion Settings and saved changes but this makes no difference.
More seriously for me now, I no longer have any control over my page preferences in the editing pane. No options for selecting parent of page or order of page appears on any of my websites. for instance. As the space on the right of the pane where they used to appear is blank I cannot even remember what else I was supposed to be able to do there but I think there were also options for selecting default page formats etc. They are no longer there.

From the support section I see that what I am missing on the edit page is the Page Attributes box. This persists even though I force reload my Browser and is evident in both Safari on my Mac and Chrome on my PC so I am thinking this is not a browser issue. All my WordPress.com websites have no page attributes in editing mode and they span several different themes.
As this is a different issue (I presume) from the inability to delete “Leave a Reply” I am about to set up a new Forum Query headed “Missing Page Attributes on editing panes”

This does seem to be the source of all my woes and the cure for them.
Turning on Discussion on Screen Options gives me an option to allow comments. Unchecking so as to not allow comments seems to remove the Leave a Reply box as I wanted to do.
And Page Attributes restore that module to my editing pane.
