Removing preformatted block

I followed link below ‘How can I remove a block’ However, when I hilight the block I want to remove, the editing tools and the 3 dots do not show up. How do I remove this block?
I did remove the text, but the greyed out block is still there.

There is a preformatted gallery and a three column block at the bottom on HomePlace

The option to remove the blocks definitely works, and I can see it when I edit those pages.
First, please make sure that your browser is up to date: https://browsehappy.com/
If it is not, please try updating your browser or switching to a different browser.
If it is, please do these two things:
1. Try clearing your browser’s cache and cookies.
2. Try with all browser extensions or add-ons temporarily disabled.
Please let us know how each step goes for you, and which browser (and version of) you’re using if you’re still having trouble.

The cache is cleared (Thanks to husband) I don’t know if he disabled the extensions. I have been able to see the editing codes and removed offending blocks.
