removing restrictions for Themes and plug ins

I have a wordpress website and have purchased a new theme for it and am not able to apply it because of some sort of restrictions. I have a theme currently installed by the person that set my website up, but would like to change it.
How do I remove the restrictions? -

Are you referring to chrissysdesignshop.wordpress.com as the site you need help with? If so, you need to have the Business plan upgrade to install third-party plugins and themes. Users with any other plans cannot install them.
If you need the capability to use tons of third-party plugins and themes, having a self-hosted site with WordPress.org is another choice for you. Please refer here if you are not familiar with WordPress.org.

No I am not referring to the that site. I have an actual website, a self hosted site, http://www.chrissysdesignshop.com or http://www.gritzandgrace.com, both domains point to the same site. that is what I am trying to apply a new theme to and plugins and it is locked so I can not get change those.
I have not been able to reach the people that set it up for me. -
