removing tags and catagories

    I have two wordpress sites that are having tag and category issues. Have searched this forum and none of the answers relate.
    The issue is in the category and tag edit pages, no edit or delete option is there, other than the bulk actions, but that does nothing as the line items cannot be selected. Bulk select has no effect either.

    The primary reason to remove ALL tags and categories is an apparent nesting issue. It appears that some of the tags magically converted themselves to categories, children of themselves. We are getting a category loop that is all but crashing the sites.
    We have been trying to correct this for nearly a year an the sites are completely buggered and do not function as they should.
