I would suggest not deleting all cookies.
I deleted cookies that had “wordpress” and “wp” in their title (these were folders) and that worked for me. I need to preserve my other cookies.

Glad the internal scrollbar is restored. Thanks WP. However, this thread has grown to encompass not one but many new editor issues encountered after (and as a result of) modifications implemented by WordPress on 22 July. The two biggest issues for me since the 22 July changes have yet to even be acknowledged. These are:
1. Can no longer flush center paired images in visual editor. I’ve been doing this for years and must have several hundred paired images on my site.
a. No new flush-centered image pairs can be created with the visual editor.
b. Replacing one of the images in a centered pair is no longer possible in the visual editor even when using the “Replace Image” option in the image editor.
c. Related issue: If you flush center a pair of images in text mode, then switch to visual mode (where I do about 99.5% of my work normally), you cannot flush align the pair to the left or to the right. I don’t typically want to do this, but I mention it because it illustrates another point in which there is a disconnect between the two modes. Switching from one mode to another shouldn’t disable the ability to move the images in a pair to the left or to the right.2. Can no longer remove text color in visual mode. If you’ve applied a color to some text in visual mode and want to change it, no problem. But good luck if you think you’re going to remove text color in visual mode. It can’t be done anymore (browsers used: Firefox 31.0, Google Chrome latest). Had always been able to remove text color in visual mode from September 2008 to 21 July 2014. My unsatisfactory solution to this problem is to change to text color to black when I want to remove it.
Issue #1 above was addressed in a separate forum support request on 22 July, the same day that this thread was begun. There has been no response to it at all. I will therefore contact WP by email regarding this issue.
For issue #2, I will probably submit a separate request.

Thanks, druesome, yes, it did work.
Of course, after deleting cookies, one must then go to the dreaded BBB “new” too-blue editor and re-select preference to using the “old” classic editor.
I wouldn’t call either of these “fixes” as they are work-arounds. I clear my cookies rather regularly so this is just a hassle to have to do in order to post a new blog post or edit previous posts.
That said, I am still grateful for these 2 work-arounds.

It’s only so useful as the toolbar does not float any more when using the internal scroll bar. And the text box is rather long, so still have to scroll, losing the use of the toolbar. Of course, we can reset the size of the text box, but that’s just another tweak that we have to do in order to post or edit.

Sorry about the last complaint. After resizing the text box, it does stay smaller when editing another post.

Unchecking the “Expand the editor to match the window height” box in screen options only has to be done once. It stays unchecked. There’s no clearing of cookies necessary except for that one time if you happened to be logged in when finding out about the option.

Hello! As an update, a new fix is in place so that clearing your cookies won’t be needed to keep the “Expand the editor to match the window height.” option unchecked. Thank you!

I notice also that the second column modules are fixed so they no longer scroll completely off the page if we use the auto-expanding text box. That will make working without the scrollbar much easier as well. Please pass along the thanks for implementing that particular suggestion. -

I made a very short draft post yesterday, then noticed today that it had no internal scrollbar. This made me wonder if all draft posts (and draft pages) lacked internal scrollbars. That’s not the case, however, and this specific draft is the only draft post or page I’ve found thus far on my site which has no internal scrollbar.

I’d only had a couple of double-space lines, but now I’ve expanded it to seven double-space lines. Still no scrollbar. BTW when and why did they remove the scrollbar from the forum post windows?

This release change process since july 22 was a horror.
I would suggest for the future to pre-announce a release change and to give the option to use the old version until the problems of the new one are fixed.
