Removing the space under the header image

I have been trying without success to remove a large white blank space that is between the header image (DePaul Logo) and the page content (welcome message, news feeds).
I’ve been searching for a long time on how to remove this, and the only answers seem to come from wordpress.org forums … which instructs using a child CSS file (requiring FTP access) , and removing lines of CSS code from the theme CSS… neither of which seem to be doable through the less customizable wordpress.com.
Any insight on how to get rid of this large blank space through wordpress.com’s CSS editing?
