Hi there,
I’m not exactly clear about what you are asking. Are you asking how to disable comments?
All WordPress blogs by default have comments open on all Pages and Posts. Your visitors click the post tiles or the comment links or comment bubbles on the front page of the blog and they are directed to the full post appearing on it’s own page where the comment boxes appear at the end of the posts.
You can enable and disable comments on free hosted WordPress.com blogs on this page > Settings > Discussion Discussion settings is where you set up defaults for comments.
http://en.support.wordpress.com/settings/discussion-settings/You can override the default settings and enable or disable future comments on any individual post or page.

You can reveal it by clicking on Screen Options http://en.support.wordpress.com/screen-options/ on the top right corner of your Admin page, and checking the box that says Discussion so the module is included. http://en.support.wordpress.com/modules/#list-of-modules
Are you asking how to set up anonymous commenting? That amounts to placing a welcome mat out to spammers.

Hi there,
The form to leave a comment on a post or page will always include those fields, but when you change the settings for who can comment to allow anyone to comment, visitors can leave those fields blank.
You could include a note on your site telling visitors that those fields aren’t required. Another option, if you want to receive a message but don’t need it to be left as a comment on the post, is to create a Contact Form instead. That way you have full control over what fields are included, and you will receive the messages from your visitors privately.
