re: renewing upgrades
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, renew or cancel any upgrades, claim a refund for any qualified upgrades, and disable auto-renew. Dashboard > Store > My Upgrades.
If you are not logged in under the correct username account clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies and then login under the correct username account.
If you do not have the required access and someone else registered the site you need to contact the person who registered the account and site under it and have them transfer the sites to your username account by using this process. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account

watershedtexas.org is not registered through WordPress.com, rather it has been registered with another provider and mapped to WordPress.com. Each year your domain registration and domain mapping need to be renewed.
The domain mapping is not connected to the user account you’ve contacted us from. When you sign in to the correct account you’ll see the renewal listed at wordpress.com/me/purchases/
