Have you tried using that link?
Automattic Inc. https://automattic.com/ owns WordPress.com and other products like Akismet and VaultPress, etc. so this could be a charge related to one of them. It’s important to know that each charge is sent to the registered email address for each username account, so if you have more than one username account that could be confusing you. Also, if you have a wordpress.org account and a wordpress.com account that could be confusing you.

Are you signing in to WordPress.com with the email address that this billing notification was delivered to? Does it mention a site address? I’ll need details about it in order to find the charge.
Please add the charge details to wpchrg.wordpress.com as timethief has mentioned.
