You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, renew or cancel any upgrades, claim a refund for any qualified upgrades, and disable auto-renew. Your account does not own any plans on WordPress.com.
The Premium Plan for the site, http://oliveirabrasil.wordpress.com/, is owned by another user, gmmo1971. You only own the domain for that site, oliveira-family.com
If the plan should also be in your account (I’d recommend that the domain and the plan be in the same account so the domain can be linked to the plan), I’ll need gmmo1971 to comment here to confirm, and then I can move the plan over to your account.

I see Ben has helped you via email to move the Premium Plan over to the other account, so @andreusp6 now owns both the plan and the domain.
Just note that the site itself belongs to the username who originally created it, @oliveirabrasil. Only that user can transfer ownership of the site, but that won’t affect your upgrade ownership.
It has not been possible for users to transfer upgrades themselves for quite some time, which is why I asked @gmmo1971 to post here to confirm.

Just to clarify, that’s if the upgrade is being transferred independently of the site ownership. A site transfer should also transfer any existing upgrades in the site owner’s account, though I’ve seen a few cases where that has failed.
The exception to this is custom domains, which can only be transferred by the domain owner, and needs to be done explicitly (i.e. cannot be included in a site transfer) as per ICANN regulations.

You guys are really all over the place. yes, the transfer of ownership worked, but now the plan is still the old plan. Therefore we cannot upload anything to the site since the quote has exceeded. Can you once and for all resolve this? It has been taking more than a month.

You owned a Premium Plan for the site. That Premium Plan has now been transferred to andreusp6 as you requested. The plan is active on the site, renewed until 2018, and working the way it should.
The reason you’re unable to upload media is because you are out of space and has nothing to do with the transfer of the plan. All sites on WordPress.com get 3GB free storage, and the Premium Plan adds an additional 10GB to that, giving a total of 13GB of storage.
The media storage used on your site is 16GB, so you are already 3GB over the limit. It’s possible to be over the limit because you used to have a 50GB space upgrade on the site, but that upgrade expired and was removed in February. It is not possible to add that upgrade back any more, as it expired too long ago.
To continue uploading media files to the site you either need to delete files from the library, which will also remove them from any posts where they’ve been added, or you need to upgrade to the Business Plan which has unlimited media storage. Such an upgrade will need to be done by andreusp6, who already owns the Premium Plan.
